man dying on septa

If i was in a different country I would think that Philadelphia is cruel. I would think they would care more about their jibs than the well being of a person. I would also assume that Septa should be held accountable for their actions. Their were a 40minute time period in which the man may have been able to live. I would feel bad that the city of Philadelphia does not care about their citizens.
